New Delhi, India Jul 14, 2026 ALN: The 31st edition of the Divya Kala Mela was inaugurated by Union Minister for Social Justice and Empowerment Dr. Virendra Kumar at Ravindra Sadan in Kolkata, marking a significant moment in the ongoing national movement aimed at promoting the self-reliance, dignity, and economic empowerment of persons with disabilities, who are referred to as Divyangjan. This event serves as a platform to showcase the talents and capabilities of individuals with disabilities, emphasizing their potential when provided with equal opportunities.
In his address at the inauguration, Dr. Kumar underscored the importance of creating an inclusive society where talent knows no boundaries. He stated, "When equal opportunities are provided, talent knows no boundaries," which reflects the core philosophy of the Mela. This initiative is closely aligned with Prime Minister Narendra Modi’s vision encapsulated in the phrase “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas”, which translates to "Together with all, Development for all, Trust of all, Efforts of all." The aim is to empower Divyangjan to become equal partners in the mission of building an Atmanirbhar Bharat, or self-reliant India, which is a cornerstone of the current government's economic policy.
The Divya Kala Mela is an eight-day event, running from July 14 to 22, and is notable for being the first edition organized jointly by the Central and West Bengal governments. Approximately 40 stalls have been set up at the venue, primarily featuring artisans from West Bengal. These stalls showcase a diverse array of handicrafts, artwork, and products created by Divyang entrepreneurs, highlighting their creativity and skill. The presence of these artisans not only provides them with a platform to market their products but also serves to educate the public about the capabilities of individuals with disabilities.
Dr. Kumar elaborated on the transformative nature of the Mela, describing it as an event that turns confidence into capability, creativity into livelihoods, and aspiration into self-reliance. Since its inception in December 2022, the Divya Kala Mela has expanded its reach to various cities across India, including Srinagar, Kochi, Thiruvananthapuram, Guwahati, Ahmedabad, and Patna. This expansion has provided a national platform for artisans and entrepreneurs with disabilities, allowing them to gain visibility and recognition for their work.
The minister also pointed out a significant shift in the government's approach towards persons with disabilities, indicating a move from a welfare-based model to a rights-based framework that focuses on empowerment. He highlighted that nearly ₹1,462 crore has been allocated to around 1.82 lakh beneficiaries since 2014 to promote self-employment and entrepreneurship among Divyangjan. This financial support is part of a broader strategy to ensure that individuals with disabilities have the resources and opportunities necessary to thrive in society.
In addition to the economic initiatives, Dr. Kumar discussed the achievements of the NAMASTE (National Action for Mechanised Sanitation Ecosystem) Scheme. This program aims to enhance the safety, dignity, and social security of sanitation workers through various measures, including mechanized sanitation, the provision of personal protective equipment (PPE), health insurance, and skill development. According to the ministry, the scheme has validated 89,915 sewer and septic tank workers and 2.81 lakh waste pickers, indicating a significant outreach and impact. Over 87,000 PPE kits have been distributed to sanitation workers, and health cards have been issued to more than 1.81 lakh beneficiaries, showcasing the government's commitment to improving the working conditions and welfare of sanitation workers.
During the event, sanitation workers were also provided with PPE kits and Ayushman Cards, further emphasizing the government's commitment to their welfare and safety. This initiative is particularly important, as sanitation workers often face hazardous working conditions and lack adequate protection and support.
West Bengal Minister-in-Charge of Urban Development and Municipal Affairs, Agnimitra Paul, characterized the Divya Kala Mela as a celebration of dignity, creativity, and inclusive development. She asserted that the event provides Divyang artisans and entrepreneurs with a valuable platform to market their products and enhance their economic independence. By fostering an environment where individuals with disabilities can showcase their talents, the Mela contributes to breaking down societal barriers and promoting acceptance and inclusion.
In her remarks, Minister Paul paid tribute to sanitation workers, referring to them as the true guardians of public health. She reiterated the objectives of the NAMASTE program in ensuring their safety, dignity, and socio-economic well-being. Additionally, she announced the distribution of the “Dr. Kavach” safety kit, which includes essential items such as a raincoat, cap, gloves, boots, and protective masks, aimed at enhancing the safety and working conditions of sanitation workers.
Malati Rava Roy, the West Bengal Minister of State (Independent Charge) for Women and Child Development and Social Welfare, emphasized that the Divya Kala Mela has become a powerful platform for promoting the economic empowerment and social inclusion of persons with disabilities through entrepreneurship and cultural expression. This focus on cultural expression is vital, as it allows individuals with disabilities to share their stories and experiences, fostering greater understanding and empathy within the broader community.
Rajiv Sharma, Joint Secretary of the Department of Empowerment of Persons with Disabilities (DEPwD), welcomed attendees and noted that this 31st edition marks the first collaborative effort between the Government of India and the Government of West Bengal for the empowerment of Divyangjan.
