Singapore Unveils Six Strategies to Secure Energy Future

Singapore's Minister for Trade and Industry outlines a master plan to address energy challenges through diversification and innovation, aiming for a sustainable energy future.

SPIRALLING oil prices, growing global demand for energy, limited and uncertain supplies from oil-producing countries, and climate change from greenhouse gas emissions pose significant challenges for Singapore, which relies heavily on energy imports. However, the nation is poised to transform these energy challenges into opportunities.

To facilitate this transformation, a comprehensive master plan was unveiled by Minister for Trade and Industry Lim Hng Kiang, as part of the National Energy Policy Report. This plan outlines six key strategies aimed at securing Singapore's energy future.

Diversifying Energy Sources

One of the primary strategies is to enhance energy security by diversifying the sources of energy and the mix of fuels used for electricity generation. The government aims to increase the value of the energy industry from its current worth of $20 billion to $34 billion by 2015, while also tripling the number of jobs in the sector to 15,300. This diversification is crucial for a country like Singapore, which is geographically small and lacks significant natural resources, making it vulnerable to fluctuations in global energy markets.

"There's very little we can do to affect worldwide demand and supply," Mr. Lim stated during the Singapore Electricity Roundtable. "The best solution is a long-term one, focused on efficiency, conservation, and fostering a competitive market." This statement underscores the need for a strategic approach that not only reacts to current market conditions but also anticipates future challenges and opportunities.

Investment in Research and Development

To support these goals, over $300 million has been allocated to enhance Singapore's energy research and development capabilities. This includes the Economic Development Board's $17-million Clean Energy Research and Test-bedding Programme, which aims to foster innovation in clean energy technologies. Such investments are critical as they lay the groundwork for future advancements in energy efficiency and sustainability.

Additionally, a clean energy scholarship program has been introduced to fund approximately 130 Masters and PhD students over the next five years for studies and research in both local and top foreign universities. This initiative was announced by Prime Minister Lee Hsien Loong during the Global Entrepolis event, reflecting the government's commitment to nurturing a skilled workforce that can contribute to the evolving energy landscape.

Addressing Supply Challenges

Currently, more than three-quarters of Singapore's electricity is generated from piped natural gas (PNG) sourced from Malaysia and Indonesia. However, increasing domestic demand raises concerns about the sustainability of these PNG exports. To mitigate this risk, the construction of a liquefied natural gas (LNG) terminal on Jurong Island is set to begin in 2009, which will enable Singapore to import LNG from further afield, ensuring energy needs are met by 2012. The LNG terminal is a strategic investment that will enhance Singapore's energy security by providing access to a more diverse range of energy sources.

Mr. Lim emphasized that while Singapore will continue to rely on natural gas, alternative sources such as hydro, geothermal, and wind power are not viable due to geographical constraints. However, solar and coal power present potential opportunities, albeit with existing cost and technological barriers. The focus on solar energy is particularly relevant given Singapore's equatorial climate, which provides ample sunlight throughout the year. Developing solar power technologies could help reduce dependence on imported fossil fuels and contribute to a more sustainable energy mix.

Enhancing Energy Efficiency and Market Competition

The framework also aims to improve energy efficiency across the board, promote competition within the energy market, and foster international cooperation. All government agencies will be involved in shaping energy policy to ensure a cohesive approach. This collaborative effort is essential in a small nation where the integration of policies across various sectors can lead to greater overall efficiency and effectiveness.

The Energy Market Authority, Singapore's energy industry regulator, will adopt a more developmental role in policy planning and will work to establish partnerships with international organizations. This shift towards a more proactive regulatory stance reflects a recognition of the need for adaptive governance in the face of rapidly changing energy landscapes globally.

Research and Consumer Choice

In conjunction with these initiatives, the newly launched Energy Studies Institute will focus on research in energy economics, security, and environmental impact. This institute will play a crucial role in providing data-driven insights that can inform policy decisions and help shape the future of Singapore's energy sector. A pilot-testing phase for the Electricity Vending System is also underway, allowing consumers to select how much electricity they wish to purchase. This initiative aims to empower consumers and promote energy conservation by giving them more control over their energy consumption.

Balancing Competing Objectives

Mr. Lim acknowledged that trade-offs between economic competitiveness, energy security, and environmental sustainability are inevitable. However, he stressed the importance of exploiting the intersections where these objectives converge. For instance, investments in clean energy technologies can create jobs while also reducing greenhouse gas emissions, thus addressing both economic and environmental goals.
