A tragic incident in Lapalang resulted in the deaths of three workers and two rescuers due to carbon monoxide poisoning while cleaning an underground reservoir.

A tragic incident occurred on Friday evening in Lapalang, where three individuals succumbed to carbon monoxide poisoning while cleaning an underground water reservoir, and two rescuers died while attempting to save them. Officials confirmed that the source of the toxic fumes was a diesel pump used to extract water from the reservoir, which is located at Dongmadan Lane 4.

Sub-Divisional Officer (SDO) of the Water Resources Department, Larrypor Roy Nongbri, provided insights into the nature of carbon monoxide, a colorless, odorless gas that poses significant risks in confined spaces. He explained that the gas can rapidly displace oxygen, leading to incapacitation within seconds. The underground reservoir, approximately 33 feet deep, presented a particularly hazardous environment, with limited ventilation that facilitated the accumulation of toxic gases.

The incident unfolded when four workers entered the underground reservoir to conduct cleaning operations. As they worked, they were quickly overwhelmed by the toxic fumes. One worker managed to escape and raise the alarm, but tragically, the other three were trapped inside. In a brave attempt to rescue them, two additional individuals entered the reservoir but also fell victim to the carbon monoxide, bringing the total death toll to five.

The deceased have been identified as three Khasi workers: Pynskhemlang Mawthoh (22), Rapborlang Nongspung (35), both from Thangsning, Smit, and Elka Shadap (25) from Umiew Maw-u-Sam, Smit. The two rescuers, brothers Sunil Thakuri (34) and Umesh Thakuri (30), were residents of Nongrah Dongktieh, Block-5, Shillong. Their deaths highlight the dangers faced by those who engage in rescue operations without adequate safety measures in place.

Following the incident, the bodies of the victims were taken to NEIGRIHMS, where a virtual autopsy was conducted using MRI and CT scans, as the families opted out of a conventional post-mortem examination. On Saturday, the bodies were returned to their families for final rites, with community leaders and local MLA Banteidor Lyngdoh present to support the grieving families.

In the aftermath of the incident, officials from the Water Resources Department and personnel from the Rynjah police station visited the site to initiate an inquiry into the circumstances surrounding the tragedy. East Khasi Hills SP Vivek Syiem reported that a case had been registered at Rynjah Police Station under Section 125(a) of the Disaster Management Act, 2005. This legal framework is designed to address negligence and ensure accountability in situations that pose a risk to public safety.

Additionally, the Sector Magistrate has filed a First Information Report (FIR) against the property owner and the contractor involved, citing negligence as a contributing factor to the incident. Lapalang Rangbah Shnong Pyndap Sohtun reported that the Dorbar Shnong received news of the incident around 7:30 pm on Friday and promptly dispatched a team to the scene. According to Sohtun, the workers were in the final stages of cleaning the reservoir, pumping out the remaining water when the accident occurred. He expressed concern that the diesel pump, used in the confined space, likely led to the lethal buildup of carbon monoxide, which depleted the oxygen levels and resulted in the tragic outcome.

In light of the incident, Sohtun noted that the local community has become increasingly wary of entering the reservoir after witnessing the dangers faced by the rescuers. The local MLA, Deputy Commissioner Abhilash Baranwal, magistrates, and medical professionals were quickly informed, leading to the launch of rescue and recovery operations.

In a broader context, the Dorbar Shnong has previously prohibited the digging of private water reservoirs and wells in the area, as Lapalang is recognized as a catchment zone with sufficient water supply.
