Jammu & Kashmir tops the Union Territories in the Pradhan Mantri Awas Yojana-Urban, with 45,112 houses sanctioned and significant Central assistance.

Jammu & Kashmir continues to remain at the top of the Union Territories in the implementation of the Pradhan Mantri Awas Yojana-Urban (PMAY-U & PMAY-U 2.0), recording the highest number of houses sanctioned and the largest amount of Central assistance among all Union Territories.

According to the Annual Report 2025-26, released by the Ministry of Housing and Urban Affairs (MoHUA) in June 2026, a total of 45,112 houses have been sanctioned in Jammu & Kashmir. This impressive figure highlights the significant progress made by the Union Territory in addressing the housing shortage and providing affordable housing to its residents. The housing scheme, launched in June 2015, aims to provide affordable housing to the urban poor, ensuring that everyone has access to a roof over their heads.

The Union Territory has received Rs 534.75 crore as Central assistance against an approved assistance of Rs 714.86 crore. This financial backing is crucial for the successful implementation of the housing scheme, as it enables local authorities to expedite construction and ensure that the housing needs of the population are met in a timely manner. The disbursement of funds is essential in maintaining the momentum of housing projects and ensuring that construction timelines are adhered to.

The figures place J&K well ahead of all other Union Territories. Delhi ranks second with 31,670 houses sanctioned, followed by Dadra & Nagar Haveli and Daman & Diu (DNH&DD) with 10,338 houses, Chandigarh with 1,277 houses, Andaman & Nicobar Islands with 377 houses, while Lakshadweep has no sanctioned houses under the scheme. This stark contrast in numbers underscores the effectiveness of the PMAY-U initiative in Jammu & Kashmir compared to other regions. The substantial difference in housing units sanctioned reflects the commitment of the local government and the efficient utilization of resources allocated by the central government.

The data also indicated steady progress over the previous reporting period ending March 31, 2025. During the nine-month period, the number of sanctioned houses in J&K increased from 47,040 to 45,112 under the updated accounting framework. The report revealed that the Central assistance released rose from Rs 523.48 crore to Rs 534.75 crore, reflecting an additional release of Rs 11.27 crore till last year. This incremental growth in both the number of houses sanctioned and the funds allocated indicates a consistent commitment to improving urban housing in the region. The increase in sanctioned houses demonstrates the proactive measures taken by the J&K administration to meet the housing needs of its populace.

Among Union Territories, J&K has also secured the highest Central assistance. Delhi has received Rs 698.53 crore against an approved assistance of Rs 714.86 crore, while DNH&DD has received Rs 209.87 crore, Chandigarh Rs 28.85 crore, and Andaman & Nicobar Islands Rs 3.72 crore. The allocation of these funds is essential for urban development, as it allows for the construction of quality housing and the development of necessary infrastructure. The attention to financial support reflects the central government's recognition of the unique challenges faced by Jammu & Kashmir in terms of housing and urban development.

Nationally, PMAY-U has sanctioned over 1.25 crore houses, with more than 98.6 lakh houses completed. The revamped PMAY-U 2.0, launched in September 2024, aims to provide financial support for one crore additional urban families over five years while continuing the completion of previously sanctioned projects. This national effort to enhance urban housing reflects the government's commitment to addressing the housing crisis in cities across India. The national framework under PMAY-U seeks to not only provide housing but also promote social equity and inclusion by ensuring that marginalized sections of society have access to safe and affordable homes.

The data underscore Jammu & Kashmir's dominant position among Union Territories in both the physical and financial implementation of the flagship urban housing programme. The successful execution of PMAY-U in J&K serves as a model for other Union Territories and states, showcasing what can be achieved with focused planning and execution. The achievements in J&K can inspire similar initiatives in regions facing housing shortages and urban challenges.

Jammu and Kashmir has witnessed the completion of 31,173 houses under the much-hyped ‘Housing for All’ scheme, out of a total of 39,153 sanctioned units. The completion of these houses not only provides shelter to families but also contributes to the overall socio-economic development of the region. Access to affordable housing is a critical factor in improving living standards, fostering community development, and enhancing the quality of life for residents. The provision of housing is inherently tied to the broader objectives of urban development, including economic growth, poverty alleviation, and social stability.

The implications of these achievements are significant. With a growing population and increasing urbanization, the demand for housing in Jammu & Kashmir is expected to rise. The successful implementation of PMAY-U can help alleviate some of the pressure on the housing market, providing much-needed relief to families struggling to find adequate living conditions. Furthermore, the initiative can stimulate local economies by creating jobs in construction, infrastructure development, and related sectors. The multiplier effect of housing development can lead to increased economic activity, benefiting various industries and service sectors.

Moreover, the focus on urban housing aligns with broader national goals of sustainable development and urban planning. By ensuring that housing projects are integrated with essential services such as water supply, sanitation, and transportation, the government can promote more livable and sustainable urban environments. This holistic approach to urban development is essential for addressing the challenges posed by rapid urbanization and ensuring that all citizens have access to safe and affordable housing. The integration of housing with infrastructure and services is critical for the long-term sustainability of urban areas and the well-being of their residents.

In conclusion, Jammu & Kashmir's leading position in the implementation of PMAY-U is a testament to the effectiveness of government initiatives aimed at improving housing conditions in urban areas. As the program continues to evolve and expand, it is crucial for stakeholders at all levels to collaborate and ensure that the benefits of these initiatives reach the intended populations. The ongoing commitment to providing affordable housing will play a pivotal role in shaping the future of urban living in Jammu & Kashmir and beyond. The lessons learned from this initiative can serve as a blueprint for other regions grappling with similar challenges, emphasizing the importance of targeted interventions and collaborative governance in addressing housing needs.
