A 12-hour bandh was called in Dhemaji, Assam, to protest the shooting of 11 villagers allegedly by individuals from Arunachal Pradesh, disrupting normal life.

Dibrugarh: The Takam Mising Porin Kebang (TMPK), a prominent Mising student organization, along with various other groups, initiated a 12-hour bandh in Dhemaji on Wednesday to protest against a shooting incident that injured 11 villagers from Assam, allegedly perpetrated by individuals from Arunachal Pradesh. The bandh, which was observed from 6 am to 6 pm, significantly disrupted normal life, affecting road communication between Assam and Arunachal Pradesh, and drew attention to the ongoing tensions in the region.

The shooting incident has sparked outrage among local communities, with TMPK leaders condemning the violence. “We strongly condemn the brutal firing by miscreants from Hime Basti in Lower Siang, Arunachal Pradesh, on 11 innocent villagers of Badati under the Gogamukh circle of Dhemaji district,” stated a TMPK leader, emphasizing the need for accountability and justice. The organization has demanded the immediate arrest of those responsible for the shooting and their handover to Assam Police, calling for swift and impartial action to maintain law and order and to address the ongoing boundary dispute between the two states.

In light of the incident, the protesting organizations have warned of an indefinite road blockade if their demands are not met. This escalation of protests highlights the deep-seated frustrations among the local populace regarding border issues and the perceived lack of protection from state authorities. The residents of Dhemaji and surrounding areas have long felt vulnerable due to the ongoing border disputes, which have often led to violent confrontations. The sense of insecurity has been exacerbated by the lack of effective intervention from law enforcement in previous incidents, further fueling public outrage.

The incident reportedly occurred on August 10 at Mingmang Badati, where tensions had been rising over a land dispute claimed by Assam but allegedly occupied by individuals from Arunachal Pradesh. This incident is not isolated; it reflects a broader pattern of conflict between the two states, where allegations and counter-allegations regarding encroachment have been ongoing. Residents from both sides have frequently confronted each other over land claims, leading to heightened tensions and, in this case, violent confrontations. The history of disputes in the region is complex, with both states having claims based on historical documents, traditional land usage, and colonial-era boundaries that have become contentious over time.

The 11 individuals who sustained bullet injuries are currently receiving treatment at Assam Medical College and Hospital in Dibrugarh. The nature of their injuries and the ongoing medical care required for these victims underscore the severity of the incident and the urgent need for resolution to prevent further violence. The medical condition of the injured villagers has become a focal point for the protests, as families and community members rally for justice and accountability, hoping to see those responsible held to account.

Assam and Arunachal Pradesh share an extensive 804.1-km interstate boundary, which is fraught with disputes, with around 1,200 points of contention identified between the two states. This complex situation has historical roots, with both states claiming rights over various territories based on differing interpretations of land ownership and traditional usage. The lack of a clear demarcation has led to frequent skirmishes and conflicts, making it a pressing issue for both state governments. In recent years, there have been several attempts to address these disputes through dialogue and negotiations, but the effectiveness of such initiatives has often been undermined by local tensions and incidents like the recent shooting.

In response to the shooting, Assam minister Ranoj Pegu took to social media platform X to communicate with the public and address the situation. He mentioned that Arunachal Pradesh Chief Minister Pema Khandu assured him of a “proper and impartial investigation” into the shooting incident at Bodoti, Mingmang, in Dhemaji. “He further assured me that those found guilty will be dealt with in accordance with the law,” Pegu stated, indicating a willingness from both state governments to address the issue collaboratively. This communication between the two chief ministers is seen as a positive step toward de-escalating tensions, but the effectiveness of such assurances will depend on the actions taken on the ground.

Pegu also highlighted discussions with Khandu regarding resuming border negotiations between Assam and Arunachal Pradesh through the Joint Regional Committees. The Assam Cabinet had reconstituted these regional committees at its meeting on Tuesday, involving new ministers and senior government officials. This reconstitution signifies a renewed commitment to finding a peaceful resolution to the longstanding border disputes. The Joint Regional Committees were previously seen as a platform for dialogue, and their reactivation may help in addressing the underlying issues that have led to violence in the past.

“We agreed on the importance of continuing the dialogue in a spirit of mutual understanding and cooperation to resolve the remaining border issues amicably,” Pegu added, urging the public to maintain peace and harmony in the border areas. He emphasized the critical nature of fostering positive relations between the two neighboring states, particularly in light of the recent violence. The call for peace is particularly important given the potential for further escalation if grievances are not addressed and if communities continue to feel threatened by cross-border tensions.

The Namsai Declaration, signed by the chief ministers of Assam and Arunachal Pradesh on July 15, 2022, marked a significant step towards resolving the decades-old boundary dispute between the two states. This agreement was initially aimed at addressing disputes involving 123 villages along the interstate boundary, which was later reduced to 86 villages following negotiations and joint verification. The declaration represented a commitment to dialogue and cooperation, reflecting a desire to settle disputes amicably and prevent further violence. However, the recent shooting incident raises questions about the effectiveness of such agreements and the ongoing challenges in implementing them on the ground. It highlights the need for sustained efforts to build trust between communities and to ensure that local grievances are addressed in a timely and effective manner.

The situation remains delicate, as the potential for further conflict looms if tensions are not managed appropriately. The implications of this incident extend beyond immediate local concerns; they touch upon broader issues of governance, community relations, and the rule of law in the region. As both state governments navigate this complex landscape, the need for effective communication, transparent investigations, and community engagement becomes increasingly critical. The hope is that through continued dialogue and cooperation, both Assam and Arunachal Pradesh can work towards a peaceful resolution of their disputes, ensuring the safety and well-being of their residents.

Moreover, the impact of such incidents on the socio-economic conditions in the region cannot be overlooked. Frequent violence and unrest can deter investment, disrupt local economies, and lead to a breakdown of trust among communities. As such, it is imperative for both governments to not only address the immediate fallout from this incident but also to work towards long-term solutions that promote stability and peace in the border areas. This includes not only negotiating land disputes but also investing in community development, education, and infrastructure that can help bridge divides and foster a sense of shared identity among the residents of both states.

In conclusion, the recent shooting incident at the Assam-Arunachal Pradesh border serves as a stark reminder of the fragility of peace in the region. The protests and demands for justice reflect a deep-seated frustration among the local populace, who seek accountability and protection from violence. As both state governments engage in dialogue and negotiations, the path forward will require a commitment to addressing the root causes of conflict, fostering community relations, and ensuring the rule of law prevails. Only through such efforts can the hope for a peaceful coexistence between Assam and Arunachal Pradesh be realized.
