A meeting chaired by Leparada Deputy Commissioner Himani Meena focused on defining the local planning area boundaries for Basar's comprehensive master plan.
Itanagar, India Jul 19, 2026 ALN: BASAR, 18 Jul: Leparada Deputy Commissioner Himani Meena chaired a meeting of the Basar Planning Authority (BPA) here on Saturday to deliberate upon and finalize the proposed local planning area (LPA) boundaries for the formulation of the comprehensive Basar township master plan.
Besides members of the BPA and invited public representatives, the meeting was attended also by PRI members from segments adjoining Basar township and falling within the proposed planning area. This gathering highlights the collaborative approach taken by the BPA, ensuring that various stakeholders have a voice in the planning process. The inclusion of local representatives is crucial, as they can provide insights into community needs and priorities.
The meeting primarily focused on sensitizing PRI members and other public stakeholders to the importance of planned and sustainable urban development. Urban planning is a critical aspect of managing growth in rapidly developing areas, and it involves a comprehensive approach that considers economic, social, and environmental factors. The need for strategic planning to guide the future growth and expansion of Basar township was underscored, as unregulated growth can lead to a myriad of challenges, including inadequate infrastructure, environmental degradation, and social dislocation.
The Deputy Commissioner informed attendees that the BPA, constituted under the Urban and Country Planning Act, 2007, is currently undertaking the preparation of a state-of-the-art, GIS-based master plan for Basar township. Geographic Information Systems (GIS) technology allows planners to visualize and analyze spatial data, making it a powerful tool for urban planning. This advanced approach is expected to enhance the quality and effectiveness of the planning process, enabling better decision-making based on comprehensive data analysis.
She highlighted that the declaration of a clearly defined LPA is a statutory requirement for determining the jurisdiction of the master plan, which may encompass both the existing urban area and its peripheral rural areas. The delineation of an LPA is not merely a bureaucratic exercise; it serves as a foundational step in ensuring that all future developments are aligned with the overarching goals of sustainable growth and community welfare.
The Deputy Commissioner further emphasized that a well-defined planning area is essential for ensuring systematic development, regulating future growth, and preventing haphazard expansion of the township. Urban sprawl can lead to a range of issues, including increased traffic congestion, loss of agricultural land, and strain on public services. By establishing clear boundaries and guidelines, the BPA aims to foster a more organized and efficient urban environment.
Addressing concerns raised regarding the inclusion of rural pockets within the proposed LPA, she clarified that inclusion within the planning area does not by itself automatically convert or classify such rural areas as urban land. This distinction is important, as it alleviates fears that rural communities might lose their identity or face unwanted changes. “Rather, the objective is to facilitate coordinated, regulated, and sustainable development in accordance with the provisions of the applicable planning laws,” she said. This approach reflects a commitment to preserving the unique characteristics of rural areas while integrating them into the broader planning framework.
Town planner Tabom Tamut delivered a presentation explaining the procedural aspects of declaring an LPA, relevant statutory provisions, planning jurisdictions, and urban development protocols. His presentation was instrumental in demystifying the planning process for attendees, many of whom may have been unfamiliar with the technicalities involved. It is crucial for stakeholders to understand the legal and procedural context of urban planning, as it empowers them to engage more effectively in discussions and decision-making.
The presentation also addressed various apprehensions and queries raised by the public representatives and stakeholders. This feedback loop is a vital component of the planning process, as it helps to identify potential issues and areas of concern early on. He also proposed the extension of the existing urban area to formally include the Old Market area and the Pajo area, which was also discussed and reviewed in detail by the house. The inclusion of these areas could enhance the economic vitality of the township, as they may serve as key commercial and social hubs.
The interactive deliberations witnessed active participation of PRI members and public representatives, who emphasized the importance of timely and systematic planning to ensure orderly and sustainable growth of Basar township. Engaging local voices in the planning process not only enriches the dialogue but also fosters a sense of ownership among community members regarding the outcomes of the planning efforts.
Following detailed deliberations, the BPA unanimously adopted key resolutions for further action. The house accepted the draft proposal for the proposed LPA and resolved to formally recommend the same to the state government for issuance of the preliminary notification in accordance with the relevant statutory provisions. This step marks a significant milestone in the planning process, as it paves the way for formal consideration and approval by higher authorities.
The authority further resolved to undertake a comprehensive public awareness and sensitization campaign across all constituent villages during the statutory period following the issuance of the preliminary notification. Public awareness is a critical component of successful urban planning, as it ensures that community members are informed about changes that may affect their lives. The campaign will be carried out with the active involvement of PRI leaders, public representatives, and other stakeholders to ensure that the general public is adequately informed about the proposed LPA, the planning process, and its long-term benefits. This proactive approach to communication can help to build trust and foster collaboration between the BPA and the community it serves.
In conclusion, the finalization of the local planning area boundaries by the Basar Planning Authority represents a significant step towards the sustainable development of Basar township. By engaging local representatives, utilizing advanced planning technologies, and committing to public awareness, the BPA is laying the groundwork for a future that balances growth with the preservation of community values and environmental integrity. As the planning process unfolds, continued dialogue and collaboration with the community will be essential to address emerging challenges and ensure that the master plan reflects the aspirations and needs of all stakeholders involved.
