Public representatives in Sri Vijaya Puram have raised concerns over alleged financial misconduct by a contractor involved in a National Highway project, seeking immediate action.
Port Blair, India Jul 28, 2026 ALN: Local public representatives have launched a strong campaign against alleged financial irregularities and arbitrary practices by the construction agency engaged in the National Highway rehabilitation project in the North & Middle district. On Monday, a high-level delegation led by Gram Panchayat Shivapuram Pradhan Venkateswar Rao and Zilla Parishad Member R. Madhavan of Nimbutala met senior administrative and police officials and formally lodged a complaint against M/s Garg & Sons Estate Promoters Private Limited for allegedly withholding outstanding payments amounting to Rs.63,27,486.
The complaint relates to the rehabilitation and maintenance work being carried out on the National Highway stretch between Kilometre 181 and Kilometre 206, from Rangat Water Tank to Swadesh Nagar Thoratang Bridge. This stretch of the highway is critical for connectivity in the region, facilitating not only local transport but also serving as a vital corridor for trade and tourism. Given its importance, the timely completion and maintenance of this project are paramount for the economic well-being of the district.
According to the complaint, the contractor has failed to clear legitimate dues owed to local sub-contractors, hotel owners, owners of heavy vehicles and machinery, suppliers, and daily wage labourers who worked on the project. The prolonged non-payment has reportedly pushed many local businesses and economically vulnerable workers into severe financial hardship. The impact of this financial mismanagement extends beyond the immediate parties involved, affecting the overall economic stability of the community and contributing to a climate of distrust towards both the contractor and the government agencies overseeing the project.
The delegation met Superintendent of Police (North & Middle), Vikas Swamy, IPS, and submitted a detailed representation outlining the alleged financial misconduct. Taking note of the seriousness of the matter, the Superintendent of Police sought three days to conduct a preliminary inquiry. He assured the delegation that if the investigation establishes evidence of financial irregularities or cheating, an FIR will be registered against the contractor under the appropriate provisions of law, and strict legal action will follow. This commitment from law enforcement is crucial, as it signals a willingness to hold accountable those who may exploit public funds and disrupt local economies.
Following the meeting with the Superintendent of Police, the delegation also met the Deputy Commissioner, North & Middle, seeking immediate administrative intervention. The Deputy Commissioner, recognizing the gravity of the allegations, promptly summoned the Deputy General Manager (DGM), NHIDCL (North & Middle). The NHIDCL, or National Highways and Infrastructure Development Corporation Limited, is responsible for the development and maintenance of national highways in the region, and its role in ensuring compliance with contractual obligations is critical.
The Deputy Commissioner adopted a firm stance and directed the NHIDCL official to ensure the expeditious settlement of all pending dues and to initiate appropriate administrative action against the agency if any negligence or contractual violations are found. This directive indicates a proactive approach to governance, emphasizing accountability and transparency in public works projects. Local leaders and citizens are keenly watching these developments, as the outcome could set a precedent for how similar cases are handled in the future.
The allegations against M/s Garg & Sons Estate Promoters Private Limited are not isolated incidents; they reflect a larger pattern of issues faced by contractors engaged in public works in various districts. Financial disputes often arise in construction projects due to delays in payment, mismanagement, and sometimes corruption. In many cases, subcontractors and laborers are the first to feel the effects of these financial discrepancies, as they often rely on timely payments to sustain their livelihoods.
Furthermore, the implications of this situation extend beyond the immediate financial concerns. If the contractor is found guilty of financial misconduct, it could result in significant reputational damage, not only for the company but also for the agencies that awarded the contract. This could lead to a loss of trust among local communities regarding government contracts and public-private partnerships, which are essential for infrastructure development.
Moreover, the broader economic impact of such payment defaults can be profound. Local businesses that depend on contracts with larger firms often face cash flow problems when payments are delayed, leading to layoffs, reduced services, or even business closures. The community's economic fabric can be severely strained, leading to a ripple effect that can take years to recover from.
In response to these ongoing issues, local leaders have called for greater oversight and more stringent regulations governing public contracts. They argue that a more transparent bidding process and clearer guidelines for payment schedules could help prevent such disputes in the future. Additionally, there is a growing demand for a more robust mechanism for reporting and addressing grievances related to public works projects, ensuring that workers and subcontractors have a voice in the process.
As the investigation unfolds, the community remains hopeful that justice will be served, and those responsible for the alleged financial misconduct will be held accountable. The outcome of this case could have lasting implications not only for the individuals directly involved but also for the broader landscape of public contracting in the region. It serves as a reminder of the importance of ethical practices in public works and the need for vigilant oversight by both government officials and the public.
In conclusion, the demand for action against M/s Garg & Sons Estate Promoters Private Limited highlights critical issues surrounding financial accountability in public construction projects. As local leaders push for resolution, the case underscores the importance of protecting the rights and livelihoods of those who contribute to the development of essential infrastructure. The community's response to these challenges will likely influence future policies and practices, shaping the environment for public contracts in the region.
