The Cabinet has approved three significant initiatives aimed at enhancing healthcare, combating substance abuse, and fighting tuberculosis through a statewide health campaign.

ITANAGAR, 17 Jul: The Cabinet on Friday approved three major initiatives to strengthen healthcare and social protection, combat drug and substance abuse, and intensify the fight against tuberculosis (TB) through a 30-day statewide integrated health campaign.

The Cabinet, led by Chief Minister Pema Khandu, approved the launch of CM CARES (Chief Minister’s Comprehensive Action for Resilient, Equitable & Healthy State) as an umbrella initiative to improve access to affordable and quality healthcare, financial protection, and integrated social support services across the state. This initiative is particularly significant in the context of rising healthcare demands and the need for a more resilient health infrastructure in , where healthcare access remains a challenge due to geographical constraints and limited resources.

Healthcare in has faced numerous challenges over the years, including a lack of adequate medical facilities, a shortage of healthcare professionals, and geographical barriers that hinder access to care. Many communities are located in remote areas, making it difficult for residents to reach hospitals or clinics. The CM CARES initiative aims to address these issues by enhancing existing healthcare frameworks and introducing new measures to improve health outcomes for the population.

Under CM CARES, existing flagship programmes, including the Chief Minister Arogya Yojana (CMAAY), CM Organ Transplant Services, CM Health Emergency Life Protection Services, CM Free Chemotherapy Services, and CM Social Security Schemes, will be strengthened, according to an official statement. This strengthening of existing programs is a critical step, as it allows the state to build on already established frameworks to enhance their effectiveness and reach. The integration of these programs under a single umbrella initiative is expected to streamline operations, making it easier for residents to access a wide range of healthcare services.

The financial assistance under CMAAY for kidney, liver, and bone marrow transplants will be increased by Rs 2.5 lakh each over the existing coverage. This increase in financial support is expected to alleviate the financial burden on families facing life-threatening health conditions and ensure that more patients can access necessary treatments without facing crippling costs. Specialized healthcare services, including cochlear implantation and corneal transplantation, will also be covered, highlighting the government’s commitment to addressing a wide range of healthcare needs.

Moreover, the initiative will expand patient support infrastructure through guesthouses and referral services, which is essential for patients traveling from remote areas to access specialized healthcare. This expansion is crucial in a state like , where many residents live in isolated regions, making travel to healthcare facilities a significant hurdle. The provision of guesthouses will ensure that patients have a place to stay while receiving treatment, reducing the stress and financial burden associated with travel and accommodation.

Additionally, strengthening early screening and intervention for childhood development disorders, including autism spectrum disorder, demonstrates a proactive approach to healthcare that emphasizes early diagnosis and intervention. Early intervention can lead to better long-term outcomes for children with developmental disorders, improving their quality of life and integration into society.

Through the Holistic Ecosystem for Active Living and Wellness (HEAL) framework, the government also seeks to shift focus from treatment to prevention, health promotion, and overall well-being. This shift is in line with global health trends that prioritize preventive care as a means to improve population health outcomes and reduce the long-term costs associated with chronic diseases. By encouraging a culture of health promotion, the government aims to empower individuals and communities to take charge of their health and well-being.

The Cabinet also launched Mission SURAKSHA (State Unified Response Against Drugs, Substance Harm & Addiction), a comprehensive framework to tackle substance abuse and its impact on youths, mental health, HIV, families, and community safety. Substance abuse is a growing concern in many regions, particularly among the youth, and this initiative aims to address the multifaceted challenges associated with addiction, including mental health issues, family dynamics, and societal safety. By focusing on prevention, education, and rehabilitation, Mission SURAKSHA aims to create a safer and healthier community.

Substance abuse often leads to a range of adverse effects, including increased crime rates, family breakdowns, and mental health disorders. The Mission SURAKSHA initiative will provide educational resources and support systems to help individuals struggling with addiction and their families. By raising awareness about the dangers of substance abuse and promoting rehabilitation programs, the government hopes to reduce the prevalence of addiction and its associated harms.

In another major decision, the Cabinet approved the Ayushman Aarogya Shivir, a 30-day statewide campaign of integrated health camps aimed at taking preventive, promotive, and curative healthcare services to people, particularly in remote areas. This campaign is significant as it recognizes the need for healthcare services to be accessible to all, especially those living in hard-to-reach locations. By bringing healthcare services directly to communities, the initiative aims to reduce barriers to access and improve overall health outcomes.

The campaign will focus on achieving the goal of TB Mukt through intensified screening, early detection, and timely treatment, officials said. Tuberculosis remains a major public health concern in India, and the emphasis on screening and early intervention is crucial in controlling its spread. The initiative aligns with national and global efforts to eliminate TB as a public health threat, and the integration of TB services with other health offerings will enhance the overall effectiveness of the campaign.

Health camps will provide services related to TB elimination, maternal and child health, immunization, non-communicable disease screening, mental health, eye and oral healthcare, elderly care, nutrition, and AYUSH, besides facilitating Ayushman Bharat enrolment. This comprehensive approach ensures that a wide range of health services are available under one umbrella, making it easier for individuals to receive the care they need. The inclusion of traditional medicine practices under AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homoeopathy) reflects a holistic approach to health that acknowledges the importance of integrating traditional and modern medical practices.

The implications of these initiatives are far-reaching. By prioritizing healthcare access, prevention, and community engagement, the government aims to create a healthier and more equitable society. The initiatives also reflect a growing recognition of the social determinants of health and the need for a comprehensive strategy to address them. As these programs roll out, it will be essential to monitor their implementation and impact, ensuring that they effectively meet the needs of the population and contribute to the overall improvement of health outcomes in .

In conclusion, the Cabinet's approval of these major healthcare initiatives marks a significant step towards enhancing the health and well-being of the people of . By focusing on comprehensive healthcare access, addressing substance abuse, and tackling persistent public health challenges such as tuberculosis, the government is taking a proactive stance in improving the quality of life for its citizens. The success of these initiatives will depend on effective implementation, community involvement, and ongoing evaluation to ensure that they achieve their intended goals and foster a healthier future for all residents of the state.
