Tripura Initiates Major Water Projects to Combat Pollution and Flooding

The Tripura government has launched a Rs 1,000-crore flood protection project and a river-linking initiative to enhance water supply and reduce pollution.

The Tripura government has initiated two major long-term infrastructure proposals for Agartala — an Rs 1,000-crore flood protection project and an ambitious river-linking plan to bring surface water from the Gomati River to the state capital — with the twin objectives of strengthening flood resilience and ensuring a sustainable drinking water supply.

Addressing an official function here, Chief Minister Manik Saha stated that his government aims to gradually reduce dependence on groundwater for drinking, domestic, and other essential purposes by exploring sustainable surface water sources. Groundwater depletion is a significant concern in many regions, including Tripura, where reliance on this resource has increased due to rapid urbanization and population growth. The need for sustainable water management practices has never been more urgent, as the state grapples with the dual challenges of providing safe drinking water and managing flood risks.

The Chief Minister, while speaking to the media after inaugurating a renovated water body in Agartala, elaborated on the proposed flood mitigation project, which envisions the construction of two protective embankments and the installation of three additional pumping stations. This initiative aims to significantly improve the city’s drainage system and reduce the risk of urban flooding, which has become a recurrent issue in recent years. Urban flooding not only disrupts daily life but also poses threats to health and safety, damages infrastructure, and results in economic losses.

He mentioned that the project would be implemented in phases, depending on the availability of funds. This phased approach is essential in managing large-scale infrastructure projects, ensuring that each stage is adequately funded and executed before moving on to the next. Referring to the devastating floods that hit Tripura in July and August 2024, Saha instructed all departments to remain on high alert and ensure comprehensive preparedness to deal with any emergencies during the ongoing monsoon season. Flood preparedness is critical in regions prone to heavy rainfall and flooding, requiring coordinated efforts from various government departments to safeguard lives and property.

In his directive, the Chief Minister emphasized the importance of maintaining rescue equipment, boats, and relief shelters at the ready, as well as ensuring adequate stocks of food, drinking water, medicines, and other essential supplies. This level of preparedness is crucial for effective disaster response, enabling authorities to act swiftly and efficiently in the face of emergencies. He also called for the continuous monitoring of river water levels and embankments, alongside issuing timely warnings to residents in vulnerable and low-lying areas. Such proactive measures can significantly mitigate the impact of flooding and enhance community resilience.

Additionally, the Chief Minister discussed the government’s examination of a proposal to bring surface water from the Gomati River, located approximately 60 km from Agartala. This initiative aims to reduce the capital city’s dependence on iron-rich groundwater, which has long posed challenges to the drinking water supply system. Iron contamination in groundwater can lead to various health issues, including skin problems and other complications, making the need for a reliable and safe water supply paramount.

According to Saha, experts have found the proposal to be technically feasible, as Agartala already has an extensive water distribution network that could facilitate the supply of treated surface water with minimal additional distribution infrastructure. This existing network is a significant asset, allowing for a more efficient transition to surface water usage without the need for extensive new construction. He added that a Detailed Project Report would comprehensively assess the technical feasibility of the project, the availability of water in the Gomati River throughout the year, the quantity of water that can be sustainably diverted, and other environmental and engineering aspects before any final decision is made. This thorough evaluation process is crucial to ensure that the project is viable and sustainable in the long run.

The Chief Minister noted that the Gomati River would be the first to be considered under the proposed river-linking initiative. If found viable, the concept could subsequently be expanded to utilize water from other rivers in the state before they flow into neighboring Bangladesh. This river-linking plan could potentially enhance water availability not only for Agartala but also for surrounding areas, promoting better water management practices across the region.

However, Saha clarified that the river-linking proposal is still at the planning stage, and no final decision has yet been taken. All aspects of the project will be thoroughly examined through detailed technical studies before it moves forward. This cautious approach reflects the government's commitment to ensuring that any water management initiatives are based on sound scientific and engineering principles, minimizing potential environmental impacts.

Tripura is home to 12 major and medium rivers, of which eight flow through different districts before joining major rivers in neighboring Bangladesh. These rivers are vital for the ecosystem, agriculture, and local livelihoods, making their management crucial for both environmental sustainability and community well-being. Besides these eight rivers, the waters of several canals also flow into Bangladesh, raising concerns about cross-border water quality and environmental health.

During an earlier meeting, a Bangladesh Minister raised concerns that polluted water from some of the canals flowing from Tripura was causing skin and other health problems among people living across the border. This highlights the interconnectedness of water resources and the need for cooperative management strategies between neighboring countries. The transboundary nature of water resources necessitates collaboration to address pollution and ensure safe water for all communities affected by shared water bodies.

In light of these concerns, the Chief Minister stated, "In view of this, we have decided to set up a water treatment plant to treat the canal water before it flows into the neighboring country." This initiative underscores the government’s commitment to addressing environmental challenges and fostering good relations with neighboring communities by ensuring that water quality issues are managed responsibly. The establishment of a treatment plant will not only help mitigate pollution but also demonstrate a proactive approach to international environmental stewardship.
