Suvendu Adhikari announces Rs 313 crore Pradhan Mantri Cha Shramik Protsahan Yojana for West Bengal tea workers

New Delhi, India Jul 5, 2026 ALN: Kolkata: West Bengal Chief Minister Suvendu Adhikari on Sunday announced the implementation of the Pradhan Mantri Cha Shramik Protsahan Yojana (PMCSPY) with a total financial allocation of Rs 313.30 crore aimed at improving education, healthcare, and welfare infrastructure for tea garden workers in North Bengal.

The announcement comes at a time when the tea industry, a significant contributor to the of West Bengal, is facing numerous challenges, including fluctuating tea prices, labor shortages, and the impact of climate change on tea production. Tea garden workers, who often work in challenging conditions, have been advocating for better living standards, healthcare, and educational opportunities for their children. The PMCSPY is designed to address these pressing needs.

In a post on X, Adhikari stated that the State Level Committee had finalized the implementation plan for the scheme, which seeks to bring comprehensive development to tea garden workers and their families. The tea industry in West Bengal is not just an sector; it is also a cultural cornerstone for many communities in the region. "We are committed to the comprehensive welfare, development of health and educational parameters of our hard-working tea garden workers of North Bengal. To ensure expeditious and smooth progress, our State Level Committee recently finalized the implementation plan for the 'Pradhan Mantri Cha Shramik Protsahan Yojana' (PMCSPY) scheme," Adhikari said.

The scheme is structured into three key components, each targeting a specific area of need. Under the Cha Shramik Shiksha Yojana (CSSY), Rs 177 crore has been earmarked to strengthen educational infrastructure and improve learning opportunities for families of tea workers. This component aims to enhance access to quality education for children of tea workers, potentially reducing dropout rates and increasing literacy levels in these communities.

Education is a crucial factor in breaking the cycle of poverty, and the CSSY is expected to provide scholarships, improve school facilities, and offer training programs for teachers. By investing in education, the government aims to equip the next generation of tea garden workers with better opportunities and skills, which could lead to improved socio- conditions over time. The Cha Shramik Swasthya Suraksha Yojana (CSSSY) has been allocated Rs 72 crore to upgrade healthcare facilities and enhance medical services across tea garden regions. This component of the PMCSPY seeks to establish better healthcare infrastructure, including clinics and mobile health units, to ensure that tea workers and their families have access to necessary medical services.

These facilities will be equipped with off-grid solar power, clean drinking water, seating arrangements, and ceramic-floored toilets. This initiative is particularly significant as it addresses basic needs for shelter and sanitation, which are often lacking in tea garden areas.

Resting sheds can serve as crucial points for workers to recuperate during long working hours, and the provision of clean drinking water and sanitation facilities will contribute to better health and hygiene standards. Adhikari mentioned that the North Bengal Development Department (NBDD) will serve as the nodal implementing agency and will coordinate with the Health Department, Paschim Banga Samagra Siksha Mission, and district administrations for smooth execution. These initiatives indicate a concerted effort to enhance social welfare and empowerment in various sectors.
