Japan, South Korea, and Taiwan are increasingly turning to Southeast Asia to fill their tech talent shortages, driven by demographic challenges and economic growth needs.

Jirapat Kampangkeaw, known as Ryu, is a 23-year-old undergraduate from Thailand who has embraced life in Fukuoka, Japan. His fascination with Japan began in childhood, and now he sees a future in technology. Ryu's journey highlights a growing trend in East Asia, where countries are actively seeking to attract talented individuals from the ASEAN region to address significant skill shortages in the technology sector.

Ryu leapt at the chance to join a summer program with the Fukuoka Institute of Technology (FIT), which included a project with Bridgestone in Fukuoka. "I visited the factory, and my mentor taught me so much about how things worked, and that was an incredible experience for me. Because I love cars, my dream is to work in IoT (Internet of Things) and data engineering in Japan’s automotive sector," he shared. This kind of hands-on experience is invaluable for students like Ryu, as it not only enhances their technical skills but also provides them with a deeper understanding of the industry they aspire to join.

Now a budding postgraduate student at FIT, Ryu has been undergoing intensive language lessons since October 2025 and will begin his two-year master’s program in computer science and engineering in September, focusing on IoT. He has adapted well to life in Fukuoka, enjoying sports and outdoor activities with both Thai peers and a growing circle of Japanese friends. Ryu's story is emblematic of the broader movement of talented individuals from Southeast Asia seeking opportunities in East Asia, where the demand for skilled workers is rapidly increasing.

Driving the cross-border talent search is a crisis: East Asia’s greying giants face a demographic cliff, while their governments are positioning high-value tech sectors such as artificial intelligence, robotics, and semiconductors as primary engines of economic growth. The numbers are stark. Japan’s Ministry of Economy, Trade and Industry forecasts a shortfall of up to 790,000 IT professionals by 2030. South Korea anticipates a deficit of at least 580,000 workers skilled in advanced technology by the same year, while Taiwan estimates a shortfall of up to 480,000 workers across key sectors. These projections underscore the urgent need for skilled labor to sustain economic growth and innovation in these countries.

With historically low birth rates and a skills mismatch among their own graduates, governments are looking abroad for manpower. While India is a primary destination for talent, East Asian countries are increasingly turning to ASEAN nations, which boast educated and growing middle classes. The ASEAN region, comprising ten member states including Indonesia, Malaysia, Singapore, Thailand, and Vietnam, has seen significant investment in education and technology, producing a generation of young professionals eager to contribute to the global economy.

The race for talent has host destinations offering incentives, including fully funded scholarships and golden-ticket visa pathways for professionals. These measures are designed to attract the best and brightest from the region, making it easier for them to relocate and integrate into the workforce. Whether these individuals become permanent residents or use East Asia as a stepping stone will depend on personal circumstances and long-term goals, noted Firman Budianto, a migration researcher at Indonesia’s National Research and Innovation Agency. This flexibility allows for a diverse range of experiences and opportunities, benefiting both the individuals and the host countries.

East Asia has an edge due to cultural familiarity and the presence of tech conglomerates across ASEAN, making it an attractive option for young professionals. Additionally, these regions are comparatively cheaper to live and work in than Western cities like New York and London. The cost of living, combined with the potential for higher wages in the tech sector, presents a compelling case for young talent to consider relocating to East Asia.

For global-minded students and young professionals drawn to the allure of working in mature economies with higher wages, the abundance of opportunities in their backyard presents a unique challenge. However, the flight of human capital depletes local talent pools and hinders development at a time when these countries are trying to grow their domestic information and communication technology capabilities. This phenomenon raises important questions about the sustainability of talent migration and its long-term effects on both the sending and receiving countries.

Despite soaring youth unemployment in many Southeast Asian countries, a significant skills mismatch means numerous tech vacancies remain unfilled. As East Asia seeks to attract the brightest minds from the region, many Southeast Asian nations are also offering incentives to lure talent back home. This dual approach creates a competitive environment where countries within ASEAN are not only trying to retain their talent but also to attract skilled workers from neighboring nations.

In 2024, then Japanese Prime Minister Fumio Kishida proposed collaboration with ASEAN to train tech professionals, highlighting the urgency of addressing the talent gap. This initiative reflects a broader recognition among East Asian governments that collaboration and investment in education and training are essential to building a robust tech workforce. The future of tech in East Asia may depend on how effectively these nations can attract and retain the talent necessary to drive their economies forward.

As the competition for tech talent intensifies, it is crucial for both East Asian and ASEAN countries to develop strategies that not only attract skilled workers but also create an environment conducive to innovation and growth. This may involve investing in education, fostering partnerships between universities and industries, and creating policies that support the long-term integration of foreign talent into the local economy. The implications of this talent race extend beyond economic growth; they also shape the cultural and social fabric of the regions involved, influencing everything from workplace dynamics to community engagement.
